L. Charles Hilton, Jr

Founder and Chairman of the Board

Charles Hilton, Jr was educated in the public schools of Florida,  receiving his B.A. Degree in Finance and Business Administration from  the University of Florida in 1952, and his Law Degree Cum Laude from  that same institution in 1954.  He is a member of the Honor Society of  Phi Kappa Phi and Beta Gamma Sigma as well as other business and legal  fraternities.  Hilton served in the United States Air Force for two years as a Judge  Advocate and has practiced law in Panama City, Bay County, Florida since  1956  In 1958, Hilton organized Gulf Asphalt Corporation (now GAC Contractors,  Inc.) a  recipient of the 2006 Bay County Business Expansion  Award.  He is the principal stockholder, Chairman, and C.E.O. of that  company, which has been successful over the past 47 years.  The firm is  qualified with all federal, state, and local governmental agencies and  has been involved in all types of construction, including roads,  bridges, buildings, and structures of all types.   



Allan G. Bense

President / Partner

Currently serving as President of GAC Contractors, Allan has been involved in all facets of the company. On May 17th, 1974 two days after he received his Masters Degree (MBA ) from Florida State University, Allan began working for Mr. Hilton at GAC Contractors. His office then was about 18 feet from where his current office is. That was 42 years ago. Allan served in the Florida House of Representatives from 1998 to 2006. He walked away from politics after serving as Speaker of the House from 2004 to 2006. Allan is currently the Chairman of the Board of the James Madison Institute; Chairman of the Board of Gulf Coast Hospital; Past Chairman of the Board of the Florida Chamber of Commerce; Past Chairman of the Board of the Florida Taxation and Budget Reform Commission; Past Chairman of the Board of the Florida Council on Military Base and Mission Support; Past Vice Chairman of Enterprise Florida ( the Governor is the honorary chairman ); past Chairman of the Board of the Bay Economic Development Alliance; Board of Directors- Triumph Gulf Coast, Inc. ( Oversees spending of BP Florida Claim ). Allan married his wife Tonie Johnson Bense in 1975 and they have three children and six grandchildren.  





Derwin White

Vice President / Partner

In 1986, Derwin joined the firm and has accumulated decades of practical experience and various continuing education training. His credentials include: Florida Certified Underground Utility & Excavation Contractor; State of Georgia Utility Supervisor; Alabama Certified General Contractor; Florida Certified Building Contractor; as well as FDOT Asphalt Paving Technician, Levels I & II. Derwin was named member of the year for the Bay County Chamber in 2016.




Andrew Rowell

Safety Director & Environmental Coordinator

Andrew joined the GAC team in 2006 with experience in Building & Planning from Gulf County, Florida and McCracken County, Kentucky. Andrew is currently the Safety Director and Environmental Coordinator for GAC Contractors, Inc. Andrew is also a part of the Business Development team. He is a member of the Bay, Calhoun, Gulf, & Washington Counties Chamber of Commerce, and the Bay County Military Affairs Committee.



John Pollman

Risk Management / Project Manager

John joined the GAC team in 2014 with a focus in Risk Management and Project Management. John grew up in Meridian, MS and then went to Mississippi State University earning a B.S. degree in Business Management in 2007. John is a certified in Advanced MOT, Stormwater Inspector, and Landfill Spotter. John recently graduated from Leadership Bay. John has managed over ten million dollars of utility and paving work along with estimating duties and risk management. John enjoys spending time with family and friends and doing outdoor activities in his time off.  



Pam Costello


With over 30 years of accounting experience in the construction and hospitality industry, Pam is responsible for the day to day operations and management of the GAC Accounting Staff. Pam has been with GAC for over 15 years and has extensive knowledge in all construction related accounting activities.   Pam played softball at Gulf Coast State College while obtaining her degree and for many years after played competitive travel softball. Pam and her husband, Tommy enjoy spending time with their family and going to the beach with their granddaughter Megan.




Matt Sauls

Assistant Comptroller

Joining our team in May 2016, Matt brings over 8 years of public accounting experience which includes both tax and audit.  He has a Bachelor of Science degree in both Finance and Accounting (Summa Cum Laude) graduating from Florida State University in 2004 and 2009.  He lettered in baseball while attending Gulf Coast State College and Florida State University from 2001 through 2004 and played professionally from 2005 through 2007.  He currently holds active certified public accounting licenses in both Florida and Georgia.  Matt and his wife, Jasmine, have two children, Mattie and Nolan.
