Sam Bass

Project Coordinator

Sam joined the GAC Team in 2017, he attended the University of West Florida and studied Business Management. Sam worked for 2 years in Destin for a CMT testing lab where he was a field technician and worked on many different construction projects.



Tim Brown

Underground Superintendent

Tim joined GAC in 2005 on an underground crew, and quickly became a foreman of his own crew due to his leadership skills and strong work ethic. Tim has over 20 years of experience in construction, and is a certified competent person, confined spaces, and Advanced MOT certified. When Tim is not at work he enjoys spending time with his wife and their nine year old son.



Steven John Clements, P.E.

Vice President Civil Division

Steven joined the Gulf Asphalt Team in 2008 after graduating from Mosley High School. He then went on to receive his Bachelor’s degree in Civil Engineering from Florida State University. While pursuing his degree, he obtained his General Contractor’s license. During his tenure with GAC Contractors, Steven has managed projects ranging from roadway construction, stormwater management, underground utility, and sewer system rehabilitation; signature projects including the relocation of the lighthouse in Port St. Joe, Florida, and the SweetBay Development in Panama City, Florida. He is happily married to his wife, Katie. Together they have one son, Colton John. They are proud to call Panama City home. 



James T. (Jim) Haney

Project Engineer

 Jim joined the GAC Team in 2002. He has more than forty years experience in heavy and commercial construction. He has managed everything from water treatment plants to commercial buildings, rest areas, and road construction. He feels that his biggest accomplishment in life is his children and grandchildren!



Brad Harris, P.E.

Project Engineer Lic. #68420

Brad joined the GAC Team in 2017.  He was born and raised in Bay County and graduated from Mosley High School, Gulf Coast Community College and Florida State University, where he earned a Bachelor’s degree in Civil Engineering.  He obtained his Professional Engineering license in 2008 and has 13+ years experience in Civil Engineering where he designed private and public projects.  Brad has two kids and a wonderful wife that he enjoys spending time with when away from the office.



Reggie Sewell

Site Superintendent

Reggie has a background of construction that encompasses more than 32 years of experience. Other projects that Reggie has involvement with includes subdivisions, public and charter schools, apartment complex’s private and public funded road construction projects, as well as sports fields and parking facilities. Reggie is certified in Florida Stormwater Erosion and Sedimentation Control Inspector, Advanced MOT Certified, Confined Space,Trench Safety,Competent Person, Forklift Certified, Asphalt Paving Level I & II. Reggie grew up in Blountstown, Florida and is still a resident of Calhoun County where he and his wife Marcia live with their children.



Mark Blaylock


Mark Blaylock has over 25 years experience as a Surveyor and 22 years as Survey Field Supervisor. Mark also has 4 years experience as a Autocad Technician.
